The divide between the most and the least peaceful countries is increasing. In the last decade, many countries have reached historical levels of ‘peacefulness’, while at the same time other countries are ensnared in seemingly intractable conflict. Rising peace inequality has severe implications for the world as localised crises and conflicts spill beyond porous boundaries. Tackling it, and the injustices both driving and resulting from it, is paramount.

Where wealth and power is concentrated, security institutions may be instrumentalised to protect the economic and political elite at the expense of wider security and rule of law. Dr Rachel Kleinfeld calls this type of violence Privilege Violence, because it stems not from a state that is weak – but from a power structure that enables violence against some citizens as the price for maintaining extreme privilege.
