In Saferworld’s latest publication, we set out to answer whether the UN’s counter-terrorism architecture has grown in proportion to security threats, or whether a process of threat inflation has led to the exaggeration of the issue of 'terrorism' to aid institutional growth. The UN just released the biannual report on the UN Global Counter-Terrorism Strategy. But while the report touches on the right issues, it does not fully address important questions concerning oversight, impact and effectiveness, and the role of technology in UN counter-terrorism operations.
