Needs Assessment of the Monitoring and Evaluation of the National Action Plan on the implementation of the UNSCR 1325 & 1820

The Government of Nepal launched its National Action Plan on the implementation of UN Security Council Resolutions 1325 and 1820 (NAP) in February 2011. This followed a significant nationwide consultation process that involved a wide range of state and non-state stakeholders. As the first NAP in South Asia, it seeks to address women, peace and security issues in the post-conflict context of Nepal.

The five pillars for implementation of the NAP include one on monitoring and evaluation (M&E) and resource management. Saferworld has been working with key national and international stakeholders to support the capacity and infrastructure for M&E of the implementation of the NAP since July 2011, supported by the UK’s Foreign and Commonwealth Office (FCO). This report presents the findings of a needs assessment which was conducted to identify existing mechanisms and processes for M&E and to make recommendations about how to strengthen or adapt them in support of M&E of the NAP implementation.
