Resourcing Change: supporting women’s rights organisations and women’s networks in fragile and conflict-affected states – untold stories
Drawing on previous research and conversations with partners, this new report shows what it takes to resource peacebuilding work and localised WPS initiatives in contexts where women face extreme risks, shrinking civic space, and growing gender backlash using a flexible funding model. It also explores the kinds of support WROs need to sustain their work, adapt to changing circumstances, and contribute to peace, enjoyment of rights and community well-being.
The findings show that when WROs have access to predictable and flexible resources, they are better able to respond to local priorities, protect and support women and girls, and engage meaningfully in peace and security processes, which strengthens their credibility and legitimacy as community leaders. Flexible funding also allows organisations to plan strategically, retain skilled staff, and maintain gender transformative community-based initiatives that would otherwise be difficult to sustain with short project cycles.
The report illustrates how WROs were able to design and deliver WPS projects that were self-identified, rooted in their own priorities, and fully aligned with the WPS agenda. The report demonstrates what genuine localisation looks like when women’s organisations are trusted and resourced to lead. It offers practical recommendations for donors and international partners on to design and adapt funding approaches that are more responsive, equitable and grounded in the realities of women’s organisations working on the frontline of conflict and instability.
