EU arms export controls in a world of change: report on COARM-NGO Forum 2025
The COARM-NGO Forum 2025 brought together over 60 representatives from civil society, EU institutions, Member States, academia and think tanks to discuss developments in EU arms export policy and their implications for peace and security.
The Forum focused on the recent review of the EU Common Position on Arms Exports and on the growing role of joint production, as well as how changes in information sources, access and dissemination are impacting risk assessments. Participants welcomed updates that strengthen references to human rights and diversion risks, while raising concerns about gaps in convergence, transparency and accountability.
